Public Safety and Community Development
(Violence, Trauma, Justice and Community Economic Development)

This graduate-level, 3-credit online course will use a multidisciplinary approach to examine the underpinnings of creating the safe, just and predictable communities that are necessary for sustainable development. Various models of governmental legitimacy will be examined, particularly in light of the international rule of law/access to justice movement and the “defund the police” movement in the US.
The purposes of criminal justice systems (deterrence, retribution, rehabilitation, and/or restoration) and the significance of procedural justice will be explored. The latter part of the course will focus specifically on public safety as a precursor to, or component of, community development. The effects of collective efficacy, community cohesion, social capital and community level trauma on crime patterns and community engagement will be highlighted. Finally, strategies for promoting public safety and engaging vulnerable populations will be explored, examples of that join public safety with community engagement and development will be highlighted.

Course: Public Safety and Community Development, DPP 962 (earn 3 graduate-level course credits which can be applied to any Carsey graduate degree program).
Dates: December 28, 2020 – January 22, 2021 (3 weeks)
Delivery: This course is offered as an online, self-paced asynchronous program over the course’s three-week period.
Pre-Requisites: Bachelor's Degree – Note: while a transcript submission is not required, you will need to have earned a bachelor’s degree to enroll in graduate level course to earn academic credit. If you do not have a bachelor’s degree, contact Sanjeev.Sharma@unh.edu and attach your resume. People working in the field can request a waiver of the bachelor’s degree requirement.
Cost: NH residents $1696; Non-residents $1861 (cost includes: tuition, $20 registration fee, and $26 technology fee)

Denise Viera is Senior Advisor in the Department of Justice where she has worked on civil rights compliance and coordination issues since June 2011. She initially joined the US Department of Justice, Community Capacity Development Office (CCDO) as Deputy Director in 2005 where she lead grant-making efforts to over 300 public safety/neighborhood revitalization sites across the country, and headed CCDO’s policy development, technical assistance and administrative functions. She has over 25 years of housing and community economic development work experience. Ms. Viera has provided training and technical assistance to hundreds of organizations across the country.
She has also worked to develop local, state and national policy in the areas of community economic development, housing finance, fair housing, provision of housing and other support resources for victims of domestic violence and previously incarcerated people, and increased access to financial resources and financing tools for underserved communities. In her role at DOJ she is using these skills to promote increased public safety in America’s most distressed communities.
Ms. Viera earned her BA from the University of Michigan in political science and communications, an MS in community economic development from the New Hampshire College Graduate School of Business, a JD from the University of Connecticut School of Law, and holds graduate certifications from the Pratt Institute and Harvard's Kennedy School of Government.
