Comprehensive Climate Action Plan Kickoff Events
The New Hampshire Department of Environmental Services (NHDES) invites you to participate in upcoming events to learn about and contribute to the development of the New Hampshire Comprehensive Climate Action Plan (CCAP) program, the CCAP will outline key measures for reducing greenhouse gas (GHG) emissions in the state.
Both events will offer participants the opportunity to ask questions and provide feedback on the NHDES' development of the CCAP. NHDES will cover:
- An overview of the CPRG program and the nine elements required by the EPA for the CCAP.
- NHDES' plan to develop the CCAP, including plans for stakeholder and public engagement to identify and develop potential GHG reduction measures.
- Available resources and tools for identifying, selecting, and refining GHG reduction measures.

Comprehensive Climate Action Plan Technical Input Sessions

- Transportation — Addressing measures that may involve alternative fuel vehicles, fuel efficiency, public transit, and alternative modes of travel.
- Commercial and Residential Buildings — Focusing on cleaner HVAC systems and appliances, improved energy efficiency, and small-scale renewable energy systems.
- Electricity Generation and Supply — Covering electricity generation, transmission, distribution, and storage.
- Natural Lands, Forestry, and Agriculture — Exploring land conservation and restoration, sustainable forestry, and agriculture practices.
- Industry, Waste, and Materials Management — Examining manufacturing, recycling, composting, and waste management practices.
NHDES and NH Listens plan to host 25 sector-based Technical Input Sessions, with five sessions dedicated to each sector. These sessions will be held monthly from January to May 2025 and will take place virtually via Zoom.
Join NHDES and other state agency staff in this forum as they present potential GHG reduction measures and seek feedback and recommendations from participants. NHDES will evaluate substantive recommendations from participants on the content of draft elements of the CCAP based, in part, on general support of each recommendation during the CCAP Technical Input Sessions.
Participation in CCAP Technical Input Sessions is open to any person who wants to attend, registers for the session, and lives, works, or holds an interest in New Hampshire. Before each CCAP Technical Input Session, NHDES and NH Listens will develop and publish an agenda and materials that will inform stakeholders about the format and content of each session. After each CCAP Technical Input Session, NHDES and NH Listens will produce a summary of the meeting. Agendas and materials for each session will be made available to the public on the NHDES CPRG website.
Provide NHDES with recommendations for identifying, selecting, and refining potential GHG emission reduction measures for inclusion in the CCAP.
- Offer input on how measures should be prioritized and evaluated to meet EPA's required CCAP elements.
- Voice objections or concerns regarding specific measures and propose alternative options.
- Try to attend all scheduled sessions for a particular sector, to the extent possible.
- Review all relevant materials distributed before each session.
- Provide detailed and substantive comments on potential GHG emission reduction measures presented during the sessions.
- Engage in respectful, civil, and professional conduct during meetings.
